Renewing an EII Certificate

An EII certificate does not continue indefinitely.

Businesses must apply for a replacement certificate before the existing certificate expires if they want the exemption to continue without interruption.

For most established businesses, certificates run until 30 June, with the replacement certificate taking effect from 1 July where the renewal application is completed in time.

Why Renewal Matters

An expired certificate can affect more than the exemption shown on electricity bills.

A valid certificate is also required for Network Charging Compensation. To claim NCC for a particular month, the business must ordinarily hold a valid certificate throughout that entire month.

This makes timely renewal particularly important. A gap in certification may create a period for which compensation cannot be recovered retrospectively.

Is Renewal the Same as the First Application?

A renewal uses much of the same underlying information, but it is not simply an administrative extension.

The business will need to provide updated information so the Department can confirm:

• the qualifying activity continues

• the relevant legal entity remains correct

• the sites and meters remain eligible

• the eligible electricity percentages remain accurate

• required financial and electricity information is current

• relevant changes have been disclosed

Businesses must reapply whenever the certificate expires.

For an established business with at least three years of accounts, the full business-level eligibility test is generally reassessed when the application is made for its sixth certificate. Businesses with less than three years of accounts may require reassessment more frequently.

Information Commonly Required

The renewal process may require updated:

• application forms

• electricity-consumption data

• electricity bills

• meter-point details

• supplier details

• production information

• eligible-electricity calculations

• financial information

• explanations of business changes

• declarations and supporting evidence

The precise requirements will depend on the business and the stage it has reached within the certification cycle.

Changes That Should Be Considered

Renewal provides an opportunity to check whether anything has changed since the previous certificate was issued.

Examples include:

• new or removed meters

• new production lines

• new products

• discontinued products

• changes in production mix

• acquisitions or disposals

• legal-entity changes

• site moves

• shared-meter changes

• electricity-supplier changes

• on-site generation

• new third-party electricity arrangements

These changes can affect the certificate or the eligible proportion applied to an individual meter.

When Should Renewal Work Begin?

Businesses should not wait until the expiry date.

Time is needed to:

• collect information

• resolve inconsistencies

• obtain missing electricity data

• update calculations

• prepare the application

• respond to questions

• allow the Department to process the submission

• provide the replacement certificate to the supplier

Starting several months before expiry is sensible, particularly for businesses with several sites or complicated meter arrangements.

Renewal and Electricity Suppliers

Once the replacement certificate has been issued, it should be supplied to the electricity provider.

Businesses should confirm that:

• the correct certificate was received

• every relevant meter was included

• the eligible percentage was applied correctly

• the exemption continues on the account

• supplier changes have been dealt with

A replacement certificate alone does not guarantee that the supplier has completed its implementation.
